Simply go to Settings -> Personal Hotspot.

Or go to Settings -> Cellular -> Personal Hotspot

Tap the slider next to Allow Others to Join and use the provided password.

Note: If you don't see the option for Personal Hotspot, you may not use the Personal Hotspot option with your plan.
